Hawaiian Electric Co. plans to offer cheaper electricity rates to 1,600 electric car owners who charge their vehicles between 9 p.m. and 7 a.m. when demand for electricity is low. The announcement comes as several carmakers get ready to release all-electric vehicles this fall.
