WASHINGTON — When Gov. Neil Abercrombie announced a "major economic development" to make ultra high-speed Internet accessible and affordable across the state, a lot of questions were left unanswered.

Primarily: How much is it going to cost, and who's going to pay for this super-speedy statewide connectivity?

But there are more basic questions, too: What's so special about a 1 gigabit-per-second hook-up, the standard to which Hawaii now strives?
