Despite a nearly $200 million cut to the University of Hawaii's operating budget this year, most faculty and staff actually saw their salaries go up this year.
That's because under a six-year labor contract that began on Jan. 1, 2010, UH agreed to restore faculty pay to 2009 levels in the middle of this year — and add raises in 2013 and 2014.
Lawmakers approved a $902.3 million budget for the 10-campus public university system — an 18 percent decrease from the fiscal year that ended June 30.
Part of this year's budget included about $28 million to put university employees back to work on furlough days. It also included funds to restore those 6.7-percent pay cuts imposed on most professors on Jan. 1, 2010. It's not clear how much that restoration cost, but the cuts were expected to save $44 million over two years.
Approximately 70 percent of the university's budget is devoted to salaries and benefits for its 7,466 full time employees, including health coverage and pension benefits. UH has budgeted $123 million this year for retirement contributions and $79 million for health premiums for employees.
The bulk of UH's salary costs are tied to its flagship Manoa campus — almost 64 percent of total salary costs — according to a Civil Beat analysis of salary data. That compares with the University of Hawaii-West Oahu campus, which makes up 1.4 percent of UH's salary budget.
